Stop Cascade Natural Gas’ Line Extension Allowance (LEA) practice immediately. This onerous practice is harmful to all Oregonians in multiple ways:
- Existing ratepayers, who have no say in the LEA practice and contracts signed, are forced to subsidize the practice, raising their gas utility bills.
- It gives CNG an unfair advantage because other gas utilities in Oregon have had to phase-out their LEA practice.
- It increases already sky rocketing home prices by encouraging new home builders to add gas infrastructure, making homes more unaffordable.
- It distorts the new home market saturating the market with gas only homes.
- Practically speaking, it unfairly locks in new homeowners, who may not want gas, to live with gas use until they can afford to go “electric.” The swap-out to electric is expensive.
- It contributes to unhealthy home environments, with increased respiratory and cancer risks.
- Because gas is so flammable and explosive, it burdens communities and taxpayers with additional safety protection and monitoring costs.
- It harms all Oregonians by contributing to increased climate change with its extreme weather events and hotter climate fostering heat domes and forest fires.
- Cascade Natural Gas has a civic responsibility to support Oregon’s Climate goals, not work against them.
For all these reasons, Line Extension Allowances are not in the public interest. They should be eliminated immediately.
