Portland City Council approved Zenith Energy’s latest LUCS application despite denying it almost a year ago due to the fact that “Zenith’s crude oil operations were not compatible with Portland’s land use and planning goals, particularly when it comes to climate goals”. The 2021 application faced strong public opposition that highlighted community concerns around health and safety. Commissioner Dan Ryan has made it clear that his priority is the city's relationship with industry over the health and safety of Portland residents by stating “This decision is a strong signal to industry that Portland will work with partners towards cleaner air and less dependence on fossil fuels.” Portland cannot afford to compromise with dangerous polluters like Zenith Energy.
